DIGEST
State agency grant administration. Provides that after June 30, 2019, a state executive branch agency may not apply for or renew a grant from a public or private entity unless the following occurs: (1) The office of state based initiatives (office) analyzes the grant's effect on state and local governments and private sector entities. (2) The office makes a recommendation regarding whether the state agency should pursue the grant opportunity. (3) The governor approves the grant opportunity in writing. Provides that if the grant opportunity obligates the state to expend more than $500,000 the general assembly must make a specific
