Provides that after June 30, 2018, in a county: (1) in which 911 service is provided countywide by one public service answering point (PSAP); and (2) that contains a municipality, the population of which exceeds the population of the county if the municipality's population is excluded from the population of the county; the majority of members constituting the board or other governing body of the PSAP must consist of an even number of representatives of the municipality, half of which shall be appointed by the executive of the municipality, and half of which shall be
