Review of administrative and judicial rules. Requires: (1) an agency; and (2) the supreme court; to submit a nonemergency rule and any economic impact statement, with supporting documents to the office of fiscal management and analysis of the legislative services agency to estimate the fiscal impact on state and local government. Provides that if the fiscal impact is estimated to be greater than three hundred thousand dollars ($300,000), the nonemergency rule and supporting documents shall be provided to the administrative rules review committee for review. Provides that such a nonemergency rule described may not take effect unless authorized by a
