Public mass transportation. Makes a state general fund appropriation to the department of transportation for promoting and developing public mass transportation in Indiana as permitted by the public mass transportation fund. Specifies that the appropriation is $60,000,000 for state fiscal year 2015-2016 and $60,000,000 for state fiscal year 2016-2017 and that the appropriation is instead of the appropriation set forth in the state budget act.
