Criminal matters. Specifies that a person who commits a crime before the effective date of HEA 1006-2013 or HEA 1006-2014 is to be sentenced in accordance with the law in effect at the time the crime was committed. Conforms provisions dealing with nonsuspendibility and community corrections to the nonsuspendibility provisions of HEA 1006-2013 and HEA 1006-2014. Defines "service provider" and "lawful supervision", and makes it sexual misconduct, a Level 5 felony, for a service provider to knowingly or intentionally engage in sexual intercourse or other sexual conduct with a person who is subject to lawful supervision.
